1. to gaze fixedly and intently at the surf early in the morning, esp. with eyes half open, with the assumption that the longer you look at the surf the better it will get.
2. to be boldly or obtrusively conspicuous while gazing at the surf: The early morning surfer is caught in starijuana out at the waves in an otherwise sleepy morning

Have you ever caught yourself in early morning starijuana seemingly not making a decision to either go out in the water or just leave and go back to sleep. Once again I found myself not ready to make the leap into the cold water since it just looked big and dumpy and cold.(Santa Monica Surf Report)
